Karachi Weather Update: Year’s Coldest Day in the City

Chilly Siberian winds took over Karachi the weekend and now the temperature has dropped to a record low in the metropolis

According to the News.com.pk, the coastal city is experiencing this year’s coldest day.

Karachi’s temperature was recorded at 10 degree Celsius on Monday. Pakistan Met Department (PMD) has quoted this temperature as Karachi’s lowest temperature for the year.

According to a report by Weather Updates Pk, these chilly conditions will continue for next 2-4 days and might slightly ease up from Tuesday.

On Sunday, the mercury remained at 12 degrees which have further tanked to a record low today.

Reports reveal that the city’s temperature is expected to drop further in the coming 24 hours. The chilly winds blowing from the South-western region will continue to hit the city.

On Friday, frosty winds intensified cold in the city. Earlier, Pakistan Metrological Department had predicted that Karachi will receive cold winds from Quetta and the temperature may drop as low as 9°C by December 19.

Patari Releases “Bohot Ho Chuki Nafraten” in Remembrance of the APS Tragedy

Patari, Pakistan’s premier music streaming platform, has released a song with
an accompanying animated video called “Bohot Ho Chuki Nafrate’n”, in memory and
remembrance of the APS attack victims on the 16th of December, 2014.

This was a terrible day in our history, a day on which hundreds of futures were wiped out in an act of senseless brutality, a day on which happiness was snatched away from hundreds of households and a day which four years later still burns with a searing pain in the collective memory of our nation.

It is then on days like this when it’s important to remember that the only answer to hate and violence is love and peace. That only a message of peace can douse the raging flames of extremism and hatred. It is this message that the song encapsulates.

This song is a composition by Ali Aftab Saeed, with production from Saad Sultan and lyrics by Mukhtar Javed with vocals done by Ali Aftab Saeed as well. The video was produced by Patari.

Ali Aftab Saeed, the Composer, and vocalist said:

“I know many people believe that corruption is the biggest menace we face at the moment but I think religious extremism and terrorism outweighs it and everything else and we need to address it more even though it’s not a safe thing to do. I’d like to Thank Zeeshan Noel for introducing me to this poetry and Mukhtar Javed for writing this heartfelt poetry.”

Patari’s Co-Founder, Humayun Haroon, talking about the collaboration between Patari and Ali Aftab added:

“When we first heard this song and the message behind it, we were deeply moved. We immediately felt it was important that these impactful lyrics and vocals needed to have a visual depiction to properly convey its meaning and message. We had Patari’s in-house animator, Hamza Salar do the artwork and animation for the video and I think he did a wonderful job capturing the essence of the song. The video captures the bleakness of the tragedy while also managing to convey hope in an evocative way. We hope that on this terrible day, as we remember the countless precious lives lost, we also remind  ourselves that only a message of peace and unity can conquer the crusade of hatred”

PSL 4 Schedule, Venue, Fixtures & More

HBL PSL 4 Draft 2019 is just around the corner, the 4th edition of the league will start in a couple of months.

Pakistan Cricket Board (PCB) has unveiled the full schedule for the latest edition of Pakistan Super League (PSL).

PSL 4 Schedule (Complete)

Thirty-four (34) matches will be played in the fourth edition and for the first time in the short history of this highly successful and much-awaited tournament, Lahore and Karachi will share eight matches between them at the back end of the 32-day event.

The tournament will kick-start on 14th February 2019 in Dubai, and the final match will be played in ‘The City of Lights’ Karachi on 17th March.

Dubai will be host to 7 matches until February 17th. The tournament will continue in Sharjah from Feb 20th-24th for 8 matches.

PSL 4: Three Pakistani Cities to Host the Matches!

Teams will return to Dubai once again for another 7 matches on 26th February before leaving for Abu Dhabi to play 4 matches from 4th-5th March.

The league will then come home to Pakistan on 7th March where the last 8 matches will be played. These include the qualifying rounds, eliminators and the final.

Multan Sultans Contract Terminated

Pakistan Cricket Board has terminated the contract with Schon Properties for Multan Sultans as the franchise failed to meet its financial obligations.

Following the termination of the contract, all rights in respect of the team have now been reverted back to the PCB.

Categories & Their Value

Platinum (US $570,000): Teams can have a maximum of 3 players with no more than 2 local or foreigners. The base price $160,000 and the maximum for one player is $250,000.

Diamond (US $270,000): Teams can have a maximum of 3 players and the base price starts from $80,000, only 1 player can get $100,000.

Gold (US $180,000): With base price $50,000, the maximum a team can pay a player is $70,000 with 3 players.

Silver (US $140,000): The base price is $24,000. The teams can have a maximum of 5 players with a maximum of $40,000 for 1 player.

Emerging (US $25,000): Two players can be in a side with prices of $12,000 and $13,000 respectively.

PSL’s Most Valuable Franchise Revealed!

Supplement (US $175,000): This category doesn’t have a maximum and minimum payroll. It’s an additional round, allowing teams to pick extra players as a backup. They can pick a maximum of four players from the purse of $175,000.

The players have also expressed their enthusiasm and interest in the start of the HBL PSL 2019.

Waqar Younis, who is the mentor of Islamabad United, said: “The HBL PSL is one of the most entertaining but difficult tournaments in which each match counts. You have to turn up at the top of your game every time you step onto the field so that you stay clear of the danger zone.

Karachi Kings’ captain Imad Wasim said: “Eight HBL PSL matches taking place in Lahore and Karachi is great news for the Pakistan cricket fans and I look forward to captaining Karachi Kings at the historic National Stadium. We will have to be at our best in each match to ensure that we also feature in front of our home crowds on March, 17.”

Shoaib Malik, who will captain the sixth team, said: “We have a very balanced side, which is capable of going all the way in the HBL PSL. “We also look forward to welcoming Steve Smith and Shahid Afridi, two absolute legends of the game, to the side and hope they will play their lead roles in helping us cross the line. Sarfraz Ahmed, who captained Quetta Gladiators to two finals, said: “We are a team which has always received overwhelming support from entire Pakistan, particularly Quetta. The response was well how should I put it… addressing the point directly? Hard hitting? YES. CAN WE SAY IT WAS “CLASSY”? Probably yes.

Not only did the brand thank its competitors, but it also offered to invite people to come to visit their factory and get their facts right.

Asia Cup 2020: India Refuses Pakistan’s Invitation

The next Asia Cup is expected to be held in September 2020 by the host nation- Pakistan! However, Board of Control for Cricket (BCCI) has refused to be a part of the format.

BCCI has demanded that the venue should change. According to an unnamed source, BCCI officials were quoted saying:

Playing in Pakistan is out of question and so the hosts have been told to think about an alternate arrangement.

Pakistanis are not surprised by this behavior from BCCI- it was expected that the board will have concerns as India has always been a thing of the past. Despite Pakistan always being the first to extend an olive branch, the Indian board has always rejected or delayed their response.

A major reason behind this behavior is mainly the political influence of the government because of the political tension between both the countries.

The relationship between India and Pakistan is at a lower ebb both cricket and politics-wise. Both nations have only faced each other in international events since 2008, the last bilateral series being in 2012-2013 in India.

PCB had also demanded USB 70 Million in damages from the BCCI after it did not withhold the Memorandum of Understanding (MoU) signed by the 2 boards in 2014. Since then both countries were expected play 6 series over the course of 8 years (2015-2023).

The demand that PCB put forward was dismissed by the ICC Dispute Panel.

Asia Cup 2020

The event will take place just a month before the ICC T20 World Cup and will be played under the T20 format.

However, whether venues will be in Pakistan or somewhere else is yet to be decided. ACC President Nazmul Hassan said the following:

“The 2020 Asia Cup will take place in Pakistan. They will tell us where we’ll be holding it, since they are the hosts. India hosted it last time, but it was held in the UAE,”

Pakistan’s security situation and its relationship with India, are 2 factors that will decide whether the event is held in Pakistan or neutral venue which is most likely the United Arab Emirates (UAE).

UAE has hosted the Asia Cup earlier this year in Dubai and Abu Dhabi and was home ground to the first Pakistan Super League.

PCB has been desperately trying to reopen the doors of cricket in Pakistan, trying to attract Global attention by inviting international security teams to analyze the situation and also holding PSL matches.

The measures taken by the board have been successful to an extent as Zimbabwe (2015), ICC World XI and Srilanka (2017) and the West Indies (2018) have toured Pakistan.

Pakistan has also played host to 3 PSL games in Lahore and Karachi this year, and PCB now plans to hold almost 8 PSL matches next season.

Finance Division to go Paperless From January 2019

The finance office will be going through a drastic change in the coming weeks to make it go ‘paperless’.

The ministry has officially made the decision to disallow dispatching of manual data and implement the ‘E-Office System’.

A circular has been issued in this regard and has instructed all officers and staff members to ensure that the new system is implemented and put into effect immediately.

Pakistan & IMF to Begin Bailout: Finance Minister

The claim is that the system will not only ensure greater efficiency but will also deliver high-level performance.

The finance office had inaugurated the E-Office System earlier, but it was not fully implemented and manual office activities were still taking place.

The ministry has announced that after January 1st, 2019 no official will be allowed to carry out work manually.

However, some concerned officials have been instructed to keep hard copies of files, approved cases processed through E-Office System and data with them at least for upcoming 6 months, to avoid any inconvenience.

The instructions also state that no officer will share login/password details with anyone, while senior officials will be in charge of all the scanning duties for their departments.

Scanners for official files have been installed in the office of the joint secretaries, the officers have been instructed to consult the IT department for concerns.

Sources state that the finance office, among other ministries, was the first to take the step towards this initiative.

IMF Calls for More Action by Pakistan

Earlier in September, Finance Secretary Arif Ahmad Khan had inaugurated the E-Office System while instructing all officers and staff to learn e-office skills and gain benefit from the system.

However, sources also say that most staff members were reluctant to go digital as they were used to handling paperwork.

Training was also given earlier to ministry officials by the National Information Technology Board (NITB) to ensure digitalization of office records.

Marriage Halls in Karachi to Pay 15% Sales Tax on Services

Private Schools to Reduce Fee by 20%: Supreme Court

Update: Supreme Court has ordered Private schools charging more than Rs2,000 per month to reduce the fee by 20%.

The order was passed by a three-member bench headed by Chief Justice of Pakistan Mian Saqib Nisar and comprising Justice Ijazul Ahsan and Justice Faisal Arbab while hearing a case against high fees charged by private schools.

However, the schools have been allowed a 5% annual increase in the future.

What’s more, the court has also directed 21 private schools to either return 50% of summer fees within two months or adjust the amount.


Sindh High Court (SHC) had ordered private schools to restore the fee structure from 20th September 2017 onward. This means that all excessive fees which was illegally charged from parents is to be returned.

The court also added that those institutes which fail to comply will have their registrations suspended. These institutes have been ordered to submit the amount to the Registrar of the Supreme Court.

After another hearing held on Monday, Justice Aqeel Ahmed Abbasi has now asked these institutions to ‘adjust’ the amount as a benefit. This means that parents will not have to pay school fees of at least 2-3 months, depending on the fee challans and the amount taken from them.

“Where is the approval for the last free structure?” the bench asked.

Expressing anger over the counsel’s response, the bench stated:

You are not answering our questions. If we wanted, we would have indicted on contempt of court charges. We want to give you a chance to resolve the matter.

Three months were given to resolve the matter but instead the issue was made bigger. It seems that schools have charged so much that parents will not have to pay fee for the next three to four months.

In response, the court asked the counsel to provide such an order which could not be implemented on.

We want the court to give such a decision which can be implemented.

The next hearing of the case has been fixed for December 17.

Pakistan Advertising Association Discusses Crisis Caused by Delayed Payments from Government

The Pakistan Advertising Association (PAA) held its Central Executive Committee (CEC) meeting on 10′ December 2018.

The participants discussed in detail, the issue of pending recoveries from the Provincial and Federal Government of Pakistan, while the authorities do not seem to understand the gravity of the situation.

The advertising agencies and the media — both Print and Electronic, are currently suffering from a cash-flow crisis because the Provincial and Federal Governments are not paying the rightful dues of the ad agencies, print, and electronic media. This financial irresponsibility could also damage the credibility of the Government.

To make things worse, the proposed draft of a new policy for print, electronic and digital media is virtually a death sentence for the advertising industry.

So, the propositions are totally rejected by all the main stakeholders including Pakistan Advertising Association (PAA), All Pakistan Newspapers Society (APNS) and the Pakistan Broadcasters Association (PBA).

PAA is in favor of meaningful changes or reforms that are directed to improve transparency and merit-based processes of the Government for selecting capable agencies on merit having a good repute.

The Chairman of PAA- Ali Mandviwalla stated that: “The Advertising Association is fully committed to supporting the Government in rooting out all the non-merit based elements from the advertising agencies, as well as strengthening the relevant government bodies, like the Press Information Department (PID) and the Ministry of Information & Broadcasting. The Government can only achieve positive results if they take concrete and meaningful steps to enhance the transparency of its internal processes and procedures”

It is important to note, that the advertising agencies create no additional costs, or financial burden, for the Government. The advertising professionals provide valuable creative services- free-of-cost, to the public sector, while the agencies’ expenses and costs are met from the commissions they earn from the Media.

PAA wants to inform all stakeholders about some harmful measures proposed in the new policy. If adopted, these measures will actually back-fire, adding to the government’s expenditure, instead of saving any costs for the national exchequer.

These controversial propositions will not allow the government to use the services of Advertising Agencies. So, the decision will result in heavy extra costs and more operational pressures for the government. Currently, these resourceful advertising agencies are providing free-of-cost infrastructure and qualified manpower to perform various processes for the government. They handle payment-matters between hundreds of publishers, channels, PID and the Ministry of Information & Broadcasting.

In case, these responsibilities are shifted to the Accountant General Pakistan Revenues (AGPR), this government institution will need additional infrastructure, thousands of more employees and unnecessary cost-burden to perform these tasks — which the advertising agencies perform at no additional cost to the Government Exchequer.

Before making any decisions on policy resulting in errors already experimented in history and in the past, it is imperative that the relevant stakeholders of the industry are aligned for collective decision making on forming an improved policy.

Here’s How Much Tax on Mobile Phones You’ll Have to Pay!

Importing mobile phones or asking for relatives to fly them over has now become expensive. Now, individuals will have to pay Customs Duty and taxes.

There are, however, several conditions to make the policy easy on overseas Pakistanis who are flying in for short visits. According to the policy, each individual (Pakistani or overseas Pakistani) can carry up to 5 handsets per year.

Out of the 5, one will be free, whereas taxes and duties will be applicable on the rest. Furthermore, those handsets which have not been paid for will be blocked within 30 days.  Those who have foreign SIMs with roaming on will also get cleared from paying these taxes.

This is applicable on handsets flowing into Pakistan after 1st December.

Custom Duty on Mobile Phones in Pakistan 2018- List Revealed!

Mobile Tax & Duties Breakdown

Imported phones will have the following taxes and duties applicable to them:

  • Customs Duty
  • Regulatory Duty
  • Sales Tax
  • Additional Sales Tax
  • IT Duty
  • Mobile Levy
  • Provincial Tax

Customs Duty 

The fixed amount for Customs Duty is PKR 250.

Regulatory Duty

Mobile phones worth in-between $1-60 will be taxed with Rs.250. Handsets worth in between $61-130 will be taxed with 10% of the value. Whereas phone worth over $130 will be taxed with 20% of their value under Regulatory Duty.

Sales Tax

Sales tax is fixed at Rs. 1500 per handset.

The fixed amount for IT Tax is 9% of the phone’s value.

Mobile Levy

Value of Phone (PKR) Levy

Example
  • Value of a phone declared by Customs is Value A
  • Add 1% Insurance on Value A, this would become Value B
  • Add 1% Landing charges on Value B, this would become Value C
  • Now, this Value C is important because Customs will now Apply/calculate all Duty/Taxes on Value C, not Value A.

If Value A = $100, then its Value B will be $101. Its Value C would then be $102.01 (and not $100).

Now that the value of the phone has been determined- it will be converted from USD to PKR at Inter-Bank rates for that particular day.

Now that we have the phone’s value, the following formulas will be applied for taxes and duties:

  • Value C + 10% or 20% Regulatory Duty = Value D
  • Value D + Rs 250 fix Customs Duty = Value E
  • Value E + 3% Additional Sales Tax = Value F
  • Value F + Rs 1500 fix Sales Tax = Value G
  • Value G + 9% or 6% Income Tax = Value H
  • Value H + Rs 1000 or greater as Mobile Handset Levy = Value I
  • Value I + Rs 1000 fix Sindh Stamp Duty = Value J
  • Value C + 1.16% CESS Duty = Value K

Value J + Value K – Value C = ___ PKR. This is the final amount which is the total of Duty/Taxes that an individual will have to pay.

Japan Scholarships for Pakistani Students: The Japanese International Cooperation Center (JICC) has announced twenty fully-funded scholarships for the officers of Pakistan’s federal government to study at universities in Japan.

The scholarships have been announced under the project Human Resource Development Scholarship (JDS) and is launched under the Japanese government’s grant aid project.

The scholarship will allow 18 scholars for 2 Masters (2 years) and Doctorate (3 Years) programme, which will be selected from the federal government officers of Pakistan.

HEC Commonwealth Scholarships 2019 in UK: How to Apply

The newly announced fully-funded scholarship programme will begin from the Summers of 2019.

JICC also organized a seminar to brief about the programme, at the Ministry of Planning, Development, and Reforms, Government of Pakistan.

In the seminar, Takuya Sei, representative of JICA Pakistan, discussed the newly launched scholarship programme and also encouraged participants, potential applicants, to make full use of this golden opportunity and do not let it slip.

Easy Business Scheme for the Unemployed to be Introduced by Government

Pakistan Tehreek-e-Insaaf’s (PTI) government has vowed to provide one crore jobs for the youth and initiatives to make it happen are already underway.

In order to aid unemployed citizens in Pakistan, the federal government has announced its plan to launch an ‘Easy Business Scheme’.

Under the initiative, the government will create employment and business opportunities for the unemployed.

Punjab Credit Guarantee Scheme: Youth Loan Scheme 2018 Launched

The three-year ‘Easy Business Scheme’ has been developed after joint consultation with the Ministry of Finance, FBR, SECP, State Bank, Provincial Governments and Islamic Bank.

The scheme will last till 2021.

Under the Easy Business Scheme:

  • An electronics window will be established in Sindh Building Control Authority (SBCA).
  • Relevant steps will also be taken to diminish load shedding in Sindh and Punjab.
  • Strategies will be devised online payments of all taxes, with an introduction of e-registry and online transactions.
  • Customs processing time will also be reduced by 50 percent.
  • The online system will be introduced to pay duties and taxes on borders.
