EXCLUSIVE: Government of Pakistan Denies Issuing Mandatory Licence for Digital Content Creators

Panic had taken over the digital world in Pakistan after Pakistan Electronic Media Regulatory Authority (PEMRA) issued a suggestion on its website that mandatory license fees should be paid by digital content creators, including YouTubers.

However, the Government of Pakistan has denied this news stating that the government has not issued such a notice for licensing of Web TV and Over The Top TV content services ( OTT ) that includes YouTube channels.

According to an official statement by Dr Arsalan Khalid the Prime Minister’s Focal Person on Digital Media:

“PEMRA, which is an autonomous regulator for electronic media has just posted a draft on their website asking for suggestions from the relevant stakeholders about how they think is the best way to regulate.

As far as the Govt is concerned we are steadfast and committed in our promise to facilitate and promote the digital media industry as much as possible. In just the last 10 months, this government for the first time has come up with the solutions to build an economy around the digital media, helping to create jobs and bring in new ideas through fresh content in the digital media landscape.

Prime Minister’s recent meeting with the Youtubers and Digital media publishers is a testimony in itself that this government is taking digital media very seriously. With a vibrant and flourishing industry, it is also important for the government to protect the interests of all stakeholders by bringing regulations that do not hamper the freedom of speech and at the same time also protects the rights of ordinary citizens.

We are witnessing that since it’s still an immature industry, various people with a mic and mobile phone in their hands become digital media reporters and start harassing other people through unknown youtube channels. Incidents like that of Sargodha where a lady doctor was harassed by unknown web channels, need to be stopped.

Similarly, YouTube channels with unknown owners promoting vulgar content or conspiracy theories or ‘fitna’ in the name of Islam is a dangerous trend and needs regulation.

However this doesn’t mean that heavy licensing fees are being introduced, it will be counterproductive. The government will not take any step without taking the digital community on board and like the digital advertising policy, the government will keep the community in the loop over all the developments on this front.”

The fee suggested on the PEMRA website is Rs 5 million for all digital content creators including YouTube and content that covers current affairs should be charged a fee is around Rs 10 million.

According to PEMRA, “Web TV and Over the Top TV (OTT) has seen tremendous growth in the past few years. While Web TV is there for quite some time as an alternate medium for streaming content such as news etc. Online, the OTT has become one of the widely used services where you, by subscribing to the service, can access it from anywhere in the world through the public internet.

Web TV is the equivalent of a traditional broadcast service whereby linear content can be streamed live and the service can be accessed free of cost by simply visiting the URL (website) of the service provider.

In this case, the revenue is generated through advertisements. The OTT is predominantly a nonlinear model whereby recorded content of various genres can be accessed only if you subscribe to the service, which requires payment of a monthly subscription fee.

Both services are getting popular day by day due to advancements in technology and the preferred use of small screens such as mobile devices or laptops and tablets. These services have posed a real challenge to legacy services such as satellite TV, Direct to Home & cable TV services.”

Pakistani Student from Lyari Area has Returned from China Amid Raging Coronavirus Outbreak

A Pakistani student returned to the Lyari area of Karachi from China amid raging Coronavirus outbreak.

Arsalan Amin, a student was enrolled in a University in Wuhan, the city in China, most affected by the Coronavirus outbreak.

Ary News Reported, around 30,000 Pakistani students are still present in China enrolled in different universities.

Amin says he left the city before it was sealed by the authorities.

According to him, Amin reached Shanghai and later to Dubai on the 22nd of January and then returned back to Karachi.

“People are frightened from the outbreak in China and 559 Pakistani students have been stranded in Wuhan province, ” Amin said.

He further added, “The Chinese authorities are properly taking care of Pakistanis.”

“I was allowed to leave after required medical test clearance,” Arsalan Amin said.

Many countries have moved forward and taken steps to seal borders with China. Many have canceled flights to China and suspended the issuance of visas to Chinese citizens.

The U.S. State Department said in a new travel advisory on its website, “Do not travel to China due to novel coronavirus first identified in Wuhan.”

The VXL and AGS are now available. However, at the same time, the brand has also hiked its price for the existing variants.

According to the brand, it has tried to justify the increase in prices with the new features.

The new features include an MP 5 capacitive multi-touch screens with an 8-inch display, Bluetooth, Auxiliary, USB, Radio, SD card slot, and screen mirroring option.

Prices of most vehicles have been increasing for quite a while now, and because of the constant hike in prices, sales have seen a major decline.

Because of this, many manufacturers including Pak Suzuki, Honda, and Toyota, who are known to be the big 3 in the industry have seen non-production days (NPD) and some have even laid-off employees.

Pakistan Electronic Media Regulatory Authority (PEMRA) issued a suggestion announcing that a license fee should be charged from digital content creators including web channels, Over The Top TV content services ( OTT ) that includes YouTube channels across Pakistan.

The PEMRA website quotes, 

The extensive growth of the web TV & OTT market and the excessive disruption of these services to traditional broadcast services have made regulators vigilant all over the world. Moreover, the broadcasters /TV operators and other traditional service providers are losing their market share to online web TV and content providers.

There are other regulatory issues also which necessitate it to regulate & hence license the Web TV & OTT services. For example, all PEMRA licensed broadcasters are subject to compliance with code of conduct-2015 which requires the operators to have in-house delaying mechanism and

editorial control to filter out content which is not in compliance with the code of conduct etc. However, the web TV and OTT players are not subject to any code of conduct & other PEMRA laws. Moreover, as a regulator, it is the responsibility of PEMRA to provide a level playing field to all. Since OTT & Web TV operators are competing for the same advertisement or subscription revenue as the licensed operators…

The Youtube Licence should become mandatory. Here is the link to PEMRA suggestions/proposals to regulate digital content issued on the 8th of January. Comments can be submitted no later than the 14th of February’20.

The fee of the Youtube License is suggested to be Rs 5 million for all digital content creators and incase your content deals with topics of current affairs the fee is around Rs 10 million.

Content creators around the globe practice the freedom of speech while in Pakistan things are not the same. The license fee will become a hurdle for a lot of creators.

The driving force behind this policy is perhaps certain social media channels.

Pakistan has already missed out on a huge learning bracket back in 2012 when Youtube was banned in the country for three years.

At that point in time, vlogging had just begun and content creators across the globe on Youtube were amateurs. There was plenty of room for making mistakes and learning.

Once the ban was lifted after three years, Pakistani content creators had to compete in an international market that had already polished their skills leaving us far behind in the digital world.

Wasim Akram Shares Karachi Beach Video & You Will Not Believe Your Eyes! [Watch Video]

Pakistan’s former cricket captain, Wasim Akram shared a video on his twitter congratulating Karachi over successful implementation over cleaning the Clifton beach.

Last year in September, Akram’s wife, Shaniera was catching up with her morning run when she found medical waste dumped at the beach.

People who visit the beach are seen littering.

The waste washes up on the shore and there’s even discharge of untreated sewage into the sea from a drain.

Shaniera took it to her social media and alerted the authorities!

She further tweeted: “I have stayed silent for too long. Every tv channel needs to be running this now. You have a duty of care to protect the lives of the people of Karachi and tell them Clifton beach, as it stands, is totally unsafe for anyone!”

She also alerted people didn’t just go to the beach and try to clean the biohazardous waste. Instead, she advised the area needs to be restricted for public and cleaned by professionals.

Fast forward, 30th January, Wasim Akram visited the beach and saw visible changes at the beach.

Report: Huawei Surpassed Apple to Become 2nd Largest Smartphone Vendor

Huawei becomes the second-largest smartphone vendor based on recent reports by analyst firms such as Strategy Analytics, Canalys, and Counterpoint Research.

In the year 2019, Huawei shipped 240 million phones beating tech giant Apple.

Samsung kept its lead like previous years shipping almost 300 million devices while Apple manages to bring in business shipping 200 million phones maintaining its spot as the third-largest smartphone vendor.

Chinese brands, Xiaomi and Oppo stood at the fourth and fifth places. Xiaomi shipped 125 million phones while Oppo shipped 120 million respectively.

It is worth mentioning here that Huawei as a brand comprises an affordable sub-brand called Honor that helps boosts the sales of the brand notably, hence the results.

Over 60% of customers of the brand come from China. The high rate of shipment of the phones in the region is expected as they provide direct access to Google Play Services on new devices.

Chinese masterminds must be applauded for choosing far more global appeal as the world watches them expand much further beyond their traditional borders.

Pakistani makeup artist, Shoaib Khan, has been making the headlines quite often for his epic transformation.

Reportedly, the makeup artist took it to his Instagram to pay tribute to acid attack survivors.

His inspiration this time around comes from Deepika Padukone’s latest venture, Chhapaak.

The film explores the tough life of an acid survivor.

After recreating this look: I have only one thing to say to all the acid attack survivors around the globe: *Glisten your face with ruby lipstick. Gather your hair to one side so the details of your face become more visible. And SMILE!* No one can maim or embarass you! Don’t hide your scars, instead, flaunt them like a superpower! You’re beautiful and you’ll always be beautiful. Acid can severely burn flesh in just 30 seconds, destroying eyelids, ears and noses and whatever comes in contact with it. It was really hard for me to look in the mirror after I recreated this look. I got to realize the pain, the trauma, all these survivors suffer from. Foreign players will start flying in one week before the grand PSL 2020 opening ceremony, which will take place in Karachi’s National Stadium on 20th February 2020.

The Australian, English and South African players will join their teams three days before the tournament begins.

According to Business Insider, Bill Gates alerted the world to prepare for an outbreak such as the Corona Virus during Malaria Summit on April 18, 2018, in London, England. He predicted there could be a deadly virus risking many lives in the next decade.

Gates reiterated how historically diseases had affected the world population. In 1918 the influenza virus killed 30 million people within a period of just six months.

He added, “the next disease might not even be the flu, but something we’ve never seen.”

He’s always the optimist in the room but “there’s one area though where the world isn’t making much progress, and that’s pandemic preparedness.”

Given that we live in the interconnected world “people are always hopping on planes, crossing from cities on one continent to those on another in a matter of hours,” and diseases can spread like wildfire.

“In the case of biological threats, that sense of urgency is lacking,” he said.

The world needs to prepare for pandemics in the same serious way it prepares for war.

Reportedly, there have been 7,783 confirmed cases of the virus in mainland China and around the globe, including 170 deaths, according to Chinese officials.

Other cases have been emerging around the globe which indicates that the virus has been spreading quickly.

UK To Offer Fast-Track Unlimited Visa

A new visa scheme has been launched by the UK government for mathematicians, scientists, and researchers. The scheme facilitates fast-track unlimited visa offers to exceptional talent now.

Academics say, “Theresa May’s hostile immigration policy has deterred academics and researchers from pursuing careers in the UK.”

The official statement by UK Border Agency says, “A new, fast-track visa scheme to attract the world’s top scientists, researchers and mathematicians will open on 20 February.”

“This follows a commitment by the Prime Minister last summer to put science, research, and innovation on the top of the government’s agenda.”

In addition to visa rules, the government also gives full control to exempt absences for researchers and their dependents.

 

The absences are only considered when the talent requires it to ensure they are not penalized when they apply for settlement.

“Among the cases recently covered by media of Jennifer Wexler, a US citizen with a Ph.D. from University College London, who has had continuous residence in the UK for the past 11 years. Her application for indefinite leave to remain was refused because she had spent too much time overseas.”
