Political Parties restate their Commitment to Education at Landmark Conference

The leadership of almost all major political parties came together in Islamabad to commit their support for the provision of quality education to all Pakistani children.

In a landmark education conference titled Ailaan-e-Amal, the leadership from PML-N, PPP, PTI, National Party (NP), ANP, Jamat-e-Islami, Qaumi Watan Party (QWP), PSP, MQM-P, PML-Q, JUI-F, PKMAP, and BNP-M pledged to go beyond political differences and proceed with a minimum national reform agenda for education.

The national education conference was hosted by education campaign Alif Ailaan. Political representatives in the meeting included Punjab School Education Minister Rana Mashhood, KP Education Minister Muhammad Atif Khan, ANP’s Afrasiab Khattak and Sardar Hussain Babak, PTI’s Chaudhry Muhammad Sarwar, PPP MNA Dr. Azra Pechuho, MQM-P Convenor Khalid Maqbool Siddiqui and Faisal Subzwari, JUI-F MPA Noor Saleem Khan, BNP-M’s Senator Jehanzeb Jamaldini, PkMap’s Senator Usman Kakar, PSP’s General Secretary Raza Haroon, QWP’s MPA Anisa Zeb Tahirkheli and Barrister Masroor, NP’s Senator Muhammad Akram, and PML’s Central VP Ajmal Wazir Khan.

In a unique gathering of political leadership, the national commitment to improving learning outcomes in schools and delivering on the State’s obligation to provide compulsory and free education for all children between ages of 5-16 was discussed.

The gathered political leaders discussed and pledged their support for a minimum reform agenda, which included

  1. a continual increase in provincial and federal education spending taking it to 4% of the GDP, supported by substantial governance reform to ensure that the allocated funds are spent effectively and transparently
  2. a national data regime that captures data on all children in all types of schools, which is shared openly and publicly to ensure transparency in reform
  3. Mandatory pre-service and in-service teacher training, with career progression based on performance and training
  4. All Pakistan’s children to be tested at Class 3, Class 5, and Class 8, regardless of geographical location or schooling system they are enrolled in
  5. Ensure enrolment and retention of all children between the ages of 5-16 (in the primary, middle and high schools, including madrassas) and bringing gender parity in graduation rates from primary to middle
  6. Designation of “education deprived areas” for Union Councils who are underperforming on gender parity, retention, provision of post-primary schools and quality of infrastructure

The reform agenda was detailed in a Charter for Education, which was signed by all the present political leadership. All parties committed to ensuring that the agreed charter was adopted into their respective election manifestos. They also committed to developing a plan for implementation within 100 days of the oath-taking of the future CMs after the upcoming elections.

PTI’s Chaudhry Muhammad Sarwar stated, “In a country like Pakistan, where 23 million children are still out of school, a national emergency must be declared after the General Elections. We will need to set strict targets to get them all in school and get them learning.”

PPP MNA Dr Azra Pechuho was of the view that there is a need for legislation extending beyond the provision of free and compulsory education to legislation on quality, teacher availability and budget utilization.

KP Minister for Education Muhammad Atif Khan said: “Party leaders should sign Ailaan-e-Amal so that their voters can hold them accountable after the elections.”

Punjab School Education Minister Rana Mashhood stated: “It is heartening to see that all provincial governments have prioritized education since 2013 and Punjab, specifically, focused on providing quality education.”

Data

All children, all schools

  • The Annual School Census should capture data of all children enrolled in any type of school
  • The Census results should be released within three months of collection
  • The Census should also capture data for (standardized) learning outcomes at the school level
  • The existing monitoring data sets should be publicly available in real time
  • Registration of birth / Educational Reg # / Utilize existing database(s)

Access

Post-primary

  • Ensure retention throughout the 5-16 age (primary, middle and high schools), including madrasahs
  • Gender parity in graduation rates from primary to middle
  • Mandatory provision of boundary walls, water, and latrines in all-girls’ middle and high schools on the emergent basis
  • From ages 9 and above ensure transportation facilities for all girls eligible for middle and high schools

Deprived areas

  • Designation of ‘education deprived area’ of the least performing Union Councils based on the following criteria:*
  • Gender parity (total number of girls enrolled in school as a percentage of total number of boys in school in the given UC)
  • Retention rate (percentage of grade 4 students retained as a proportion of grade 2 students in schools in the given UC)
  • Post-primary to primary schools (number of middle and high schools as a proportion of primary schools in the given UC)
  • Infrastructural facilities (percentage of schools with the availability of water, toilet, boundary wall and electricity in the given UC)
  • Clear guidelines on how to address inadequacies
  • Role of national instruments to support education deprived areas

* Out of total 11,194 total union councils in Pakistan, using the above-mentioned criteria 1,120 least performing ‘education deprived union councils’ have been identified. Excluding the UCs for which complete data was not available, a composite index was prepared where each of the above-mentioned categories was given equal weighting (25%).

Teachers

  • Headteachers for all schools to be given management training
  • Standard career plan for all recruited teachers and clear distinction between teaching paths and management paths
  • All parties reaffirm merit-based recruitment and will work to deny any opportunity for teacher recruitment on any basis other than merit

Quality

  • Mandatory pre-service teacher training for all recruited teachers prior to deployment
  • Periodic modern and needs based in-service teacher training
  • Enabling peer-learning networks at Tehsil/Taluka level
  • Promotions should be based on testing and performance of teachers
  • Non-Salary Budget for school-based quality initiatives

Financing

More money, better spent

  • 4% of GDP commitment to be restated
  • All provinces to commit a minimum of 20% of their budget annually
  • Education budgets must be released in a timely manner each month
  • Education budgets must be utilised more effectively
  • Education departments and local governments must report on a quarterly basis so that budget performance is tracked and laggards are identified in a timely manner
  • Schools as cost-centres – beginning with at least high schools…. devolved fiscal transfers and responsibilities
  • Transparency in budget numbers, publicly available utilization data

Transformation

Dramatic, not incremental

  • Parties to adopt a charter and reflect it in their manifestos
  • Charter to be agreed with a plan for implementation within 100 days of the CMs’ oath-taking after the 2018 general elections
  • Pledge to implement a program for frequent and sustained Education Review process by the Secretaries, Ministers, and Chief Ministers, in consultation with civil society

Learning outcomes

  • All children to be tested at the class 3, class 5, and class 8 level regardless of geographical location or system of schooling based on national minimal standards
  • Reading/Comprehension, maths and science skills to be prioritized
  • Problem solving and creativity
  • Social skills and ethics

Much to our dismay, the latest weather update reveals that a round of extreme heat is all set to hit Karachi from first Ramadan.

According to the report by Weather Updates PK, the heatwave will last for 4-6 days.

The report warns that the temperature is likely to rise up to 40-degree Celsius. Seems like there are no signs of rain so far and citizens will have to be really careful while fasting during the heatwave.

Speaking to The Express Tribune, Director General PMD Dr. Ghulam Rasul said that the months of May and June would be hotter than usual. According to him,

“There are chances of frequent heat waves during May and June with few showers,”

Precautions during Heat Wave

The hot and dry spell over the next couple of days means that extra precautions are a must. Following are some precautions that one must observe to stay cool during the heat wave.

  • Stay hydrated and drink as much water as you can
  • Avoid going outdoors unnecessarily
  • Keep your house cool and ventilated
  • Avoid eating hot, oily and heavy food

Apart from that, we suggest that you keep some water outside in shade for birds and animals as they too suffer from extreme heat.

Neelum Valley Bridge Collapsing Caught on Camera [Watch Video]

Neelum Valley is a popular tourist spot for both locals and foreigners who want to experience the true colours of Pakistan and its natural beauty.

Unfortunately, in an unforeseen accident which took place at Kundal Shahi, a bridge with around 40 individuals collapsed into the river, leaving 7 dead, 8 injured and around 26 missing.

The incident which occurred on Sunday, May 13 left several eyewitnesses devastated as they had captured this heartwrenching event on camera!

Prime Minister Shahid Khaqan Abbasi and Chief of Army Staff (COAS) General Qamar Javed Bajwa gave their condolences to the families of the victims and expressed deep grief over the loss of several precious lives.

According to Deputy Commissioner Raja Shahid Mehmood, Neelum Valley, there were approximately 72 student tourists who had travelled to the destination. Some of the students had visited Kundal Shahi on the trip, where as much as 26-40 were on the bridge at the time of the episode.

The reason for the collapse was the ignorance of the signboard which discourages several people on it at once due to overweight. The bridge can only support up to 5 people at a time.

However, the students were enjoying their trip and were busy in taking selfies, and due to the extra weight, they feel into the deep running water.

According to DC Neelum, the police and local people promptly reacted and came to their rescue. After some time and effort, the bodies of 4 of the students were recovered followed by 8 injured pupils.

Officials have stated that the death toll may soar as the operation continued. Three of the bodies were identified as Shahzeb, Abdul Rehman and Muhammad Zubair from Tips College, Faisalabad, whereas, Anum, D/o Matloob, Anisa Bibi and Waleed Sajjid got injured.

It is a humble request to everyone, please stay attentive. Such old bridges and attractions are not made to support so much weight. Just for a couple of pictures and over-excitement, many lost their lives within seconds.

Rishi Kapoor Sends Love to Legendary Pakistani Cricketer

Bollywood’s legendary actor Rishi Kapoor has a reputation of finding himself in the headlines every other day. Mainly because of his controversial thoughts and tweets involving Pakistan.

Time and time again he has found himself in different situations, from sparking a backlash after sharing a cheap twitter on the women’s cricket team to blaming Pakistanis for creating a ‘fuss’ on social media.

In a interview on Arnab’s show “Nation Wants To Know With Arnab Goswami”, Rishi Kapoor was in the hot seat and things certainly got heated alright!

The interview with Arnab covered one such occasion where Rishi was seen talking about supporting the peace between the two neighbouring countries.

Referring to relations between India and Pakistan as a ‘jhagra‘, a term used when two friends squabble, Rishi Kapoor said:

“THIS FIGHT HAS TO END SOME DAY,”

When Goswami tried to grill him on the term “jhagra”, Kapoor stood his ground and didn’t falter.

Rishi Kapoor’s Talks About Pakistani Celebrities on India Media

Recently, Pakistani off-spinner Saqlain Mushtaq and the veteran actor exchanged words of harmony and peace while interacting with one another on Twitter.

Mushtaq wrote to Kapoor;

“Sir Rishi Kapoor, your message of Peace and Harmony has touched my heart. We need more role models for humanity.”

He further added;

“I promise, I will be your driver, will cook for you and take you in Pakistan, where ever you would want to go,”

In return, Kapoor replied to Mushtaq’s tweet saying;

“No egoes, little maturity and lots of love and peace. Yehi ek rasta hai. Thank you Saqlain bhai.Must end all this mayhem. North and South Korea have also ended their differences. When will we??????”

Rewinding back to a few days, Rishi Kapoor has also mentioned while on a TV programme that both Pakistan and neighbour India need to resolve their differences and negotiate as nothing can be resolved through war.

Female Stars Call for Equal Pay in Cannes Protest

Hollywood stars including Cate Blanchett, Kristen Stewart and Salma Hayek called Saturday for equal pay in the cinema industry and beyond in a historic red carpet protest at the Cannes film festival.

Eighty-two actresses, filmmakers and producers marched arm and arm to demand equality and “a safe workplace”, seven months after the world was shaken by the #MeToo movement and the fall of mogul Harvey Weinstein.

The ranks included a battalion of Oscar winners from Helen Mirren and Marion Cotillard to US blockbuster directors Ava DuVernay and Patty Jenkins who made “Wonder Woman”.

“We demand that our workplaces are diverse and equitable so they can best reflect the world in which we live,” said Blanchett in a statement read out with the legendary 89-year-old French director Agnes Varda.

Blanchett, a double Oscar winner, said they wanted “a world that allows all of us in front and behind the camera to thrive shoulder to shoulder with our male colleagues.”

With Cannes under fire for its dearth of women directors, the world’s top film festival hoped to fend off some of the fierce criticism with the march.

The number of protesters was highly symbolic as it represented the 82 films by female directors who have competed for the top Palme d’Or prize since 1946 — a number dwarfed by the nearly 1,700 male contenders.

The star-studded group stopped halfway up the stairs to the Palais des Festivals to mark the obstacles they face in trying to reach the top.

– Women in suits –

“The stairs of our industry must be accessible to all. Let’s climb,” Blanchett declared, with some of the rally’s participants visibly moved.

The Australian actress also head the female-majority jury that will decide the festival’s top prize.

Several protestors including Stewart made a strong fashion statement by donning suits and tuxedos, in a show of defiance to Cannes’ red-carpet dress code which is often denounced as sexist.

Women have been stopped from entering premieres in the past for not wearing high heels.

Producer and activist Melissa Silverstein of Women and Hollywood hailed the event as a “massive milestone towards change”.

“An honour to share the carpet with @Ava (DuVernay) and all the other women who are pushing for more opportunities for women,” she said in a tweet after the march.

The protest took place ahead of the premiere of “Girls of the Sun” by Eva Husson, one of only three women out of 21 directors in the running for the Palme d’Or.

The film is the story of the Kurdish Yazidi all-female Sun Brigade who are fighting Islamic State jihadists in Syria and Iraq, where thousands of women were kept as slaves.

The protest comes at the first Cannes festival since the cinema industry was engulfed by the spiralling sex abuse allegations against Weinstein.

Cannes was the scene of several of the disgraced Hollywood mogul’s alleged attacks on actresses.

In response, the festival set up an anti-harassment hotline this year.

The number has already received “several calls” since the festival’s launch on May 9, said French Equality Minister Marlene Schiappa.

Cannes “must be a safe space for women,” she stressed.

– ‘Disturbing’ depictions –

Blanchett has criticised Cannes for once again failing to invite more female directors.

“There are many women on the jury but I wish there were more in competition,” the Australian-born star told French radio earlier this week.

The 48-year-old has emerged as a key figure in Hollywood’s fight against sexual misconduct.

One of the first women to call out Weinstein, Blanchett co-founded the “Time’s Up” movement to support abuse victims.

Her comments echo those of fellow actress Jessica Chastain who served on the jury last year and lambasted Cannes for its “disturbing” depiction of women.

Chastain caused a stir on Thursday when she revealed that she planned to make Hollywood’s first big budget all-female blockbuster with a cast including Penelope Cruz and Lupita Nyong’o.

Only seven percent of Hollywood blockbusters were directed by women in 2016.

France has the best ratio among the major film-producing countries with 23 percent of films directed by women.

The star’s company, Ate My heart Inc., has filed an application to trademark the brand name “Haus Beauty,” reports The Blast.

The United States Patent and Trademark Office lists the possible product categories for the trademark as: “Cosmetics; cosmetic compacts; make-up; foundations; cheek colors; eyebrow colors; lipstick, lip gloss, lip gloss palette, non-medicated lip care preparations, lip cream, lip tints, lip liners; eyeliners, eyeliner pencils, liquid eyeliners and eyeshadow. In addition, it mentions multiple products under “fragrances and perfumery,” several skincare solutions such as “facial cleansers” and “skin toners,” bodycare items such as “body oils,” “body powders” and “body exfoliants,” and many more.

A makeup line would be a logical step for Grammy Award-winner Gaga, whose dramatic red carpet beauty looks are the stuff of celebrity legend. The musician and actress also has prior experience when it comes to makeup design, having teamed up with MAC in the past to launch a lipstick for the cosmetic brand’s “Viva Glam” collection.

The move is the latest evidence that celebrity beauty collections have never been hotter. If she launches her own cosmetics line, Gaga will join a growing number of female celebrities currently dominating the industry, including Rihanna, Jennifer Lopez, Kim Kardashian and Madonna.
