HEC Announces Fully Funded Overseas Scholarships For 2021
The Higher Education Commission (HEC) has announced to giveaways fully-funded overseas scholarships for MS/MPhil and Ph.D.
Students from all over Pakistan are encouraged to apply, including those from Azad Jammu and Kashmir.
These scholarships are for the session of Spring and Fall 2021. However, the scholarships are being offered to selective students.
MS/MPhil scholarships are being offered in Engineering Technology, while Ph.D. scholarships are limited to specific fields.
If successful, the chosen candidates will get a chance to study in HEC-recognized top-ranked foreign universities for educational purposes. Moreover, to qualify for the Ph.D. scholarships, all candidates must have an MS/MPhil/ME degree or an equivalent (18 years) with a minimum 3 CGPA (first division in case of the annual system).
On the other hand, HEC has shared that all candidates will only be allowed to have just one 2nd division throughout the academic career before their final degree.
If the applied candidates are full-time regular faculty members of public sector universities/colleges and employees of the public sector, R&D organizations registered with the Pakistan Council for Science & Technology (PCST) and are aged 35 or less on or before 12 October can apply for the scholarship program.
It is essential to add here that HEC will reward all candidates who have applied based on merit, based on the HEC Aptitude Test (HAT) organized by the Education Testing Council (ETC) Pakistan that is set to take place on 18 October.
Only candidates that will secure a minimum of 70% of marks in HAT will be considered for the MS/MPhil and Ph.D. scholarships.
The scholarship will cover all their academic tuition fees, other academic fees, round airfare tickets, monthly stipend, accommodation fees, book allowance, and health insurance.
It is also essential to add that all scholarship students are expected to return to Pakistan once their degree/program comes to an end. Those who fail to comply with the terms will be added to the list of defaulters, and their scholarships will be considered as null. Their names will be published on HEC’s website under the defaulter tab.
Previously, HEC shared 132 defaulters from Pakistan who had failed to return after completing their degree. Moreover, a subcommittee of the Public Accounts Committee (PAC) was shocked to learn that out of 583 projects, around 106 research projects were still incomplete, at various educational institutes, even after a decade despite funding the Higher Education Commission (HEC).
The committee was also informed that 82 scholars had not returned to Pakistan after completing their PhDs, while 52 had been declared fail by various foreign universities.
The chairman shared that some recoveries had been made and that the cases have been registered in the court accordingly. It was found that only one defaulter had returned the money.

But if the applicant is applying from abroad, they need 5 O-levels with 60% or above marks as per the IBCC equivalence formula.
- If candidates have an American or Canadian High School Diploma or International Baccalaureate Diploma, they need Mathematics (with Calculus) for sure. Also, with Physics and chemistry, they need 60% or above marks, as per IBCC equivalence formula, in Mathematics, Physics & Overall.

i-VTEC vs. VVT-i Car Engine – What’s The Difference?
Many new drivers are unaware of what they should research before they buy a new car. Some think that the only difference between variants is their features, while others believe its the capacity and fuel-efficiency.
While the above is true, that the variants are distinctive due to their features, fuel capacity, and efficiency, there are also other factors. This includes specifications such as manual transmission, auto transmission, cabin space, ABS, etc.
But, another significant difference, particularly between Honda and Toyota cars, is their engines. Toyota cars come equipped with the VVT-i engine, while the Honda ones are fitted with i-VTEC. Both engines use different technology which differentiates between the two.
Honda i-VTEC vs. Toyota VVT-i
As mentioned above, Toyota uses VVT-i technology, which is also known as Variable Valve Timing with Intelligence. The name in itself is a complete explanation of the technology, timing of the intake valve. For example, if the valve was opened for 5 seconds, it will now open for 10 seconds after the VVTi has been engaged.

What happens here is that the engine generates more power while remaining economical at low RPMs. On the other hand, Honda’s engineers came up with i-VTEC, also known as Variable Valve Timing and Lift Electronic Control with intelligence.
Unlike Toyota’s technology, Honda’s engine doesn’t only change the timing of the open valve, it also alters as to how deep the valve will open. For example, if the valve opened about 3mm, it will open at 6mm at higher revs. This technology increases efficiency at low RPMs and givers a lot more power at high RPMs than VVTi.

So, in a nutshell, VVTi technology alters the valve timings, while the i-VTEC alters the timing and depth (or lift) of valves. Also, it is essential to add here that VVTi only works on the intake valve, whereas the i-VTEC makes changes to both the intake and exhaust valves.
In conclusion, the i-VTEC engine by Honda is more potent than rival Toyota’s VVTi when it comes to being ore powerful at high RPMs; it is also close to being economical at low RPMs like the VVTi tech. There is no real winner here as both the technologies are more or less like one another with small to mere differences.

Team Up To Develop Safe User Mechanisms Across Platforms, Proposes TikTok Head
In the wake of the controversial August 31 Facebook Livestream and video clips of 33-year old Ronnie McNutt carrying out self-harm and suicide, Head of TikTok, Vanessa Pappas, has requested the heads of nine social and content platforms to come together and work on devising collaborative mechanisms to improve user safety across user-generated content platforms.
The McNutt video remained on Facebook three hours after his death. Its derivative short video clips continued to go viral on different social media platforms weeks after – even disguised as cute animal videos – as social media platforms tried to keep up with detecting and removing the reshares.

MOU as the Answer
To address any future similar situation, Pappas proposed in her letter sent to her peers at Facebook, Google, Instagram, Pinterest, Reddit, Snapchat, Twitch, Twitter, and YouTube that the respective Trust and Safety teams of the digital platforms should meet and work on developing a Memorandum of Understanding (MOU) collectively, which clearly defines the types of content that need to be acted upon immediately and will enable the platforms to “quickly notify one another,” and deal with any violent or explicit content shared by users as soon as it is detected on any one of the platforms.
According to the script of the letter, “…it’s clear that early identification allows platforms to respond to suppress highly objectionable, violent material more rapidly.” Also, since regulatory measures differ globally across regions, nations, etc., Pappas acknowledges that it will be essential to involve necessary stakeholders and analyze and discuss how the matter can be dealt with comprehensively worldwide.
