On Wednesday, the Lahore High Court’s Rawalpindi Bench delayed the hearing of Chaiwala’s citizenship case. He had filed the petition to challenge the blocking of his national identity card (CNIC) and passport. Justice Jawad Hassan postponed the case until April 22 after Khan’s lawyer asked for more time to prepare a reply.

During the hearing, lawyers representing the assistant attorney general and NADRA submitted written reports to the court. These reports showed that NADRA had asked for investigations from two intelligence agencies — Inter-Services Intelligence (ISI) and the Intelligence Bureau (IB).

According to both ISI and IB, Arshad Khan is an Afghan national. The reports said he was born and raised in Afghanistan and had no legal connection to Pakistani citizenship. They clearly stated, “No foreign national is entitled to hold or benefit from Pakistani identity documents such as a CNIC or passport.”

NADRA told the court that Khan was asked to prove his presence, birth, residence or property ownership in Pakistan before 1978. He failed to provide such evidence. Based on this, NADRA stood by its decision to cancel his CNIC and passport. It also mentioned that a legal notice had been sent to Khan, ordering him to leave Pakistan.

Khan’s lawyer asked for copies of the intelligence agency reports and NADRA’s written reply. The court accepted the request for more time and instructed that final arguments should be presented during the next hearing on April 22.

In his petition, Arshad Khan said he had worked as a tea seller in Islamabad. He claimed that cancelling his identity documents had damaged his reputation. He suggested the court to declare him a Pakistani citizen and restore his CNIC and passport on chaiwala’s citizenship case.

NDMA Warns of Heavy Rain in Pakistan

The National Disaster Management Authority (NDMA) has forecast strong, heavy rain in Pakistan on Friday (today) and Saturday evenings in different areas of the country. This includes Rawalpindi and Islamabad. A weather advisory from the National Emergencies Operation Center (NEOC) warned that these weather conditions may affect transport, buildings and farming activities.

The advisory applies to areas in the Potohar Region like Islamabad and Rawalpindi, Upper Punjab including Attock, Chakwal, Gujrat, and Jhelum, and Central Punjab covering Faisalabad, Hafizabad, Jhang, Khushab, Mianwali, Lahore, Narowal, Sahiwal, Sargodha and Sheikhupura.

According to NEOC, Strong winds and heavy rainfall may uproot trees, potentially causing temporary power outages.” It also warned that “windstorms, dust storms, and hailstorms could damage vulnerable structures, rooftops, vehicles and power lines.” Hailstorms may also damage crops and outdoor installations, especially ones with glass.

Rain and dust can reduce visibility on roads, increasing the risk of accidents. The public has been advised to stay safe, secure loose items and avoid unnecessary travel during these weather conditions.

NDMA has asked people to download the official Pak NDMA Disaster Alert mobile app to receive real-time weather alerts. A guideline in the advisory says, “All citizens, particularly tourists and residents in affected areas, should closely monitor weather through official channels only.” It also adds that travellers should “verify road conditions before departure and postpone non-essential journeys during periods of intense weather activity.”

The advisory stresses that those living in or near landslide-prone areas must stay alert and follow safety instructions. “The public is reminded that timely access to verified information and adherence to official warnings are critical for personal safety and community protection during severe weather events,” it said.

The body of the girl, who went missing from Sikandar Goth, was found dumped in Gujjar Nala on Wednesday. According to police, a missing report had been filed at the Sachal police station a day earlier.

Police Surgeon Dr Samia Tariq confirmed that the postmortem examination revealed signs of sexual abuse. Forensic samples have been collected and sent for chemical analysis, with details expected upon receipt of the reports.

The girl’s father stated that his daughter’s body was discovered with her hands and feet tied. He expressed anguish over the delayed search efforts, claiming that timely action could have saved her life. The family, who deny any personal enmity, demanded the immediate arrest and prosecution of the perpetrators.

Ongoing Investigation

Police have launched an investigation, reviewing CCTV footage from Sikandar Goth to identify suspects. The girl’s family and relatives blocked Abul Hassan Isphahani Road near Paradise Apartment in protest, causing traffic disruptions. They alleged that some of her body parts were missing.

Meanwhile, unverified reports suggest that CCTV footage shows a woman leading the child away. Police are verifying these claims and have assured the family of a thorough investigation.

In a separate incident, a 17-year-old girl was abducted and allegedly gang-raped in the Malir City area. Police have registered a case against Faizan, a school student and three unidentified accomplices.

According to the victim’s father, the incident occurred on April 14 when his daughter was taken at gunpoint near the main gate of Laila Town. The accused allegedly drugged and assaulted the girl before abandoning her. She returned home via an online taxi at 10 pm and narrated the ordeal.

Police registered the case under Sections 376 (rape) and 342/34 (wrongful confinement) of the Pakistan Penal Code.

Despite these alarming statistics, policymakers have yet to introduce a clear regulatory framework for nicotine pouches, leaving consumers exposed to unregulated products.

While nicotine pouches like Zyn and Velo are available in Pakistan, their market operates in a legal gray area. Unlike the U.S., where the FDA’s authorization ensures product quality and safety, Pakistan lacks structured regulations to evaluate and oversee these alternatives. This absence of regulation not only creates uncertainty but also prevents smokers from accessing reliable harm reduction tools.

Many European countries have embraced harm reduction, provide a compelling case for its effectiveness by dropping its smoking rates to just 4.5%.  The U.S. is following a similar path by authorizing nicotine pouches under strict regulatory guidelines. Pakistan, however, remains hesitant, missing the opportunity to reduce smoking prevalence and its associated health burden.

This came up on Wednesday as NEPRA completed a hearing on a petition asking for a tariff reduction based on the fuel cost adjustment (FCA) for February 2025.

If NEPRA approves the petition, K-Electric (KE) customers could benefit about Rs6.662 billion. KE pushed for a partial adjustment, saying it wants to give financial relief to customers during the hot summer months when power usage and bills increase. Industrial groups opposed this, calling for a full adjustment.

During the hearing, KE CEO Moonis Alvi responded to a question about who should pay for independent verification. He said that it is common worldwide for applicants to cover costs for feasibility studies, environmental checks, and risk assessments while applying for loans for new projects.

NEPRA officials clarified that capacity payments in the power generation tariff are based on plant availability and have always been part of the structure. Earlier, customers saw a single rate, but new rules now break down the tariff for transparency.

Separate from Tariff Cut

Tanveer Barry, Vice President of the Karachi Chamber of Commerce and Industry (KCCI), said NEPRA should share data on time so stakeholders can raise concerns properly. NEPRA said it met all its timelines and SLAs, providing a timeline as proof.

It stated tha this proposed relief is separate from the government’s overall tariff cut and is an extra benefit from KE. NEPRA will announce its decision after reviewing the data and arguments shared by KE.

During the hearing, industrial groups asked NEPRA to speed up the approval of a multi-year tariff. Rehan Javed said relying on temporary numbers makes long-term planning difficult and slows economic growth.

Stakeholders criticised an agreement with bagasse-based IPPs, saying it unfairly shifts 70% of the rupee depreciation cost to consumers. A power ministry official said consumers earlier paid 100% of this cost, and the new structure gives some relief.

The amendment stated: “foreign O&M: PKR/USD depreciation shall be allowed only to the extent of 70% of the actual depreciation per annum. In case the PKR appreciates against the USD in a year, then 100% of such appreciation shall be passed on to the consumers.”

Speakers said this still burdens consumers, especially since the sugar industry already makes good profits. A separate agreement with nine IPPs will offer Rs1/unit relief to consumers.

The Power Division proposed to revise the fuel cost component of the tariff starting October 1, 2021, setting Rs4,500 per ton with a 5% yearly indexation. Fuel would be measured at 7,000 BTU/kg, and working capital costs would drop by 50% for all bagasse IPPs except Shahtaj.

Increased Hajj Quota

In another major development, Saudi Arabia has increased Pakistan’s Hajj quota by 10,000 pilgrims. Officials made this announcement last week. The decision came after Pakistan’s Deputy Prime Minister Muhammad Ishaq Dar spoke with Saudi Foreign Minister Prince Faisal bin Farhan Al Saud and requested more Hajj slots for Pakistan.

Pakistani officials say the increase in the quota shows Saudi Arabia’s strong support for Pakistan and reflects the good relations between the two countries. Thousands of Pakistanis are still on the waiting list for Hajj this year, and authorities believe that the extra 10,000 slots will help ease pressure on applicants and allow more people to perform Hajj.

Officials added that the move is timely and will be helpful for those who had applied but were unsure about getting a slot. The new arrangements, including resting areas and additional quota, are expected to make this year’s Hajj more manageable and safer for all pilgrims.

Bahawalpur, April 17, 2025: The bodies of 8 Pakistani workers killed in Iran’s restive Sistan-Balochistan province have been received with respect upon repatriation and arrived at Bahawalpur early Thursday morning.

A special plane arrived at Bahawalpur Airport at around 3:00 am with the victims’ remains. Seven deceased were from Bahawalpur’s Khanqah Sharif, and one was from Multan district’s Shujaabad, official sources reported. The bodies were directly shifted by ambulance to their respective hometowns to be buried.

Strict Security and Official Presence at the Airport

For a hassle-free reception, tight security arrangements were made at Bahawalpur Airport. Senior officials, such as the Bahawalpur Commissioner and Deputy Commissioner, remained present to oversee arrangements and provide condolences to the mourning families.

Workers Targeted in Iran’s Mehrestan District

The victims worked as car mechanics in Mehrestan town, about 230 kilometres from the Pakistan-Iran border. On April 12, armed men broke into their workshop and shot them dead at point-blank range.

The bloodshed has raised demands for better security for Pakistani nationals employed abroad, particularly in sensitive areas.
