With the AI battle making its way into WhatsApp, Europe is forcing Big Tech to play fair.

Meta has announced temporary free access to the WhatsApp Business API for rival AI chatbots operating in the European Economic Area (EEA). The move comes as the European Commission intensifies its antitrust investigation into the tech giant’s AI policies.

The decision could rework how AI assistants like OpenAI’s ChatGPT and Anthropic-powered tools interact with millions of WhatsApp users across Europe.

Why Meta Is Opening WhatsApp to Competitors

Earlier this year, Meta introduced a controversial policy that allowed only Meta AI to integrate directly with WhatsApp. The restriction immediately triggered complaints from rival AI companies and European regulators.

Under mounting pressure, Meta revised the policy in March, allowing competitors to access WhatsApp for a fee. However, regulators argued the pricing model still created unfair barriers for smaller AI developers.

Now, Meta is taking another step. The company confirmed that general-purpose AI chatbots in the EEA will receive free access to WhatsApp’s Business API for one month while negotiations continue with the European Commission.

The temporary offer reportedly includes:

  • Free API access for rival AI chatbots
  • A capped number of messages before fees apply
  • Access limited to the European Economic Area
  • Continued discussions with EU regulators

However, smaller AI startups are harder to convince. Companies, including California-based Poke.com and French startup Agentik, argue that the proposal does not fully resolve competition concerns.

Meta Faces Growing Antitrust Pressure in Europe

The European Commission is closely monitoring how major tech firms control emerging AI markets. Regulators fear companies like Meta could dominate digital ecosystems by limiting access to essential platforms such as WhatsApp.

According to reports, the Commission even considered forcing Meta to provide mandatory access while the investigation continues. Interested parties had until May 18 to submit feedback on the company’s latest proposal.

The stakes are impressive. If Meta fails to satisfy EU regulators, the company could face fines worth up to 10% of its global annual revenue. At the centre of the case lies one major concern: whether Meta is creating a closed AI ecosystem that disadvantages competitors.

A Meta spokesperson described the latest offer as an effort to reach a “quick and fair” solution with regulators.

How WhatsApp Access Could Change the AI Market

WhatsApp’s Business API is one of the world’s most powerful communication tools. It allows businesses and developers to integrate chatbots directly into conversations with users.

Meanwhile, Meta continues expanding its AI ambitions across Facebook, Instagram, and WhatsApp. The company clearly sees messaging platforms as central to the future of AI assistants. Regardless, European regulators appear determined to prevent one company from controlling the entire ecosystem. It is yet to be seen if Meta’s latest concession is able to satiate regulators.
